I think that's it

My interview today went really well! I asked one of the questions that are supposed to be the right ones ("What's your ideal candidate for this job?" - answer, basically how I'd described myself, yes) and semi-lied about how I could see myself still there in 2-5 years. It's just a mail room job, and only for a couple of months, but I think I'd be suited.
I've been looking at the math for a cage crinoline, and if someone could look over the numbers and answer a couple of questions ... I'm going for a versatile domed-but-back-thrusting shape. Basically like
koshka_the_cat's. I'm about 62", determined based on photographs that I wanted the diameter to be 66% of my height, which is about 41", which means a circumference of about 128.5" at the bottom.
So ... how do I determine how big each hoop above the bottom should be? Do I have to/Should I draw the whole thing to scale and just measure? So far, that's the only advice I've found online. Should I just buy more polyethylene tubing than I need - it's pretty cheap - and cut it to fit?
Hoping I have enough twill tape to make five casing straps. From looking around, it seems like each strap has the casings set the same distance away from each other going up from the bottom - but then the back ones are a bit taller above the topmost hoop or have a little added piece? And that makes the back stick out?
